This book is the second revised edition of the late Judge Elias's renowned work, New Horizons in International Law, first published in 1979. The years that have elapsed since the first edition have seen the emergence of new trends in international law, and these are reflected in two new chapters in Part IV of the book.

An additional chapter on the law-making process and the Future of International Law has also been included in the book, while the remaining chapters have been extensively revised. Judge Elias was himself able to carry out much of the work on this new edition, which is published by Martinus Nijhoff in co-operation with UNITAR.

Following Judge Elias's untimely death, UNITAR arranged for Francis M. Ssekandi to complete his task, and the result is a stimulating and substantial addition to the literature of international law.
